In normal games, bomb is a spellcard, that immediately clears screen and deals damage. Sort of a panic button.
In PoFV, a bomb immediately clears screen and launches an attack at the enemy. The panic button, since you even get a slight punishment for it.
A spellcard in PoFV does everything said above, with one exception. The word "immediately". There's the difference. It's an attack, you don't need to save yourself to launch it. Or at least, this is what I think makes sense.
Besides my original point was that PoFV features a high level of randomness, and that can't really fall under knowing your route and bombing it. Instead of tackling that you're discussing what's a bomb and what isn't.
There's not enough Deus Ex/Touhou crossovers.
