Uwah, I'm glad my influence bled through. My process isn't particularly complicated and I'm sure there are better ways to do a similar effect but it's really just:
set the canvas to extremely small and find a nice pencil tool. zoom way the hell in, like 400%
1- sketch the lineart and fill bucket it in with solid colours
2- turn off the sketch layer
3- whittle away at the details using the very same pencil tool, going over the edges of the solid colours and maybe add outlines. The tiny canvas size gives it an almost crayon-y, pixelated effect that I really like.

I honestly barely know what I'm doing but I hope this helps at least a little lol.
