You can, but it's not necessarily easy.
For one, I think the girl in question has to be "predisposed" to that species to some degree, which usually involves having a similar attitude.
Second, and the hard part, is that you need Ryu mana, which means you need either the assistance of a Ryu or one of those mana cages that's got Ryu mana in it, and those are on the pricier end of mana cages.
