Why would she? She exterminates youkai, after all, and gods are admired by humans. What I can think of though, is that there have been several shrine maidens before Reimu. Why didn't any of them achieve god status? I would assume that it's because none of them had to go through all of the things that reimu has. Not only that, but deep inside Reimu, lies a huge potencial, as far as I remember. The ideal ending of Touhou would be one that Marisa becomes a great magician (or witch, whatever floats her boat) and Reimu becomes a goddess, with many visitors in her shrine. But that probably won't happen.

Well, even so, I fail to see the issue with Reimu drinking. That "age of consent" concept probably doesn't even exist in Gensokyo.
