But Riripon's mahjong show won't teach you to play mahjong. It'll teach you how to play better from time to time (pic related), but you need to already know how to play.

To play it on PC, there's a flash game where you play against an AI on gamedesign.jp. And you can play against other people in tenhou (I haven't been there in years though). Or you could just emulate Super Nichibutsu Mahjong on SNES, I like that one. Won't recommend playing with real people, because we all know you have no friends.
