It's how fucking everyone is taught how to format their text. A lot of people end up spacing out "paragraphs" of just one or two short sentences because you're typically dealing with very small text fields (like this default size popup reply box). Add on the modern shit where every webpage has like 50% of the sides of the screen being blank margin space, and shit ends up really cramped, so spacing is useful for readability in those pages.
Even though 4chan's pages actually span the whole width of the browser window and you can size up the reply box to any size, most people probably aren't making their reply box very large for whatever reasons.
