In internet culture, it refers to these things. They were a popular children's game and there was always a ton of excitement, so naturally people would shout "POG!" when they won. Eventually these children grew up and became part of internet culture and carried over this expression of excitement to online culture.
The actual origin of the name is from a brand of juice named POG, standing for Passionfruit-Orange-Guava.
