But then Marisa isn't a villager. She ditched that life and lives innawoods, and she did all that before the advent of spellcard rules and the contract saying Youkai can't eat native humans. If we remove Mima mentoring her because she's old then Marisa went from zero to hero by herself, as a young human with no special powers, in one of the more dangerous parts of Gensokyo.

Why is bullying this witch so fun?

The only thing Marisa is good for is bullying, but that's more than Reimu (who is good for nothing), so she's the better protagonist by default.
