I downloaded an old version of the game to check this.
The Rumia jumpscare is pic related.
Checking the game's files, it seems like it has a 1 in 1000 chance of appearing when you open the game, right before the title screen.
It is enabled by default and you can turn it off by checking the "Creep" setting in the options menu.
