Doremy calls her out on her shit (not really power level related but she implies that Yukari is a bit cowardly and not as in control as she appears to be deep down).
Hecatia is "completely past the level of anyone in Gensokyo or the Lunar Capital", which yes does include Yukari you secondary fuck.
Okina has busted abilities on par with what we've seen of Yukari, so her being at least equal to Yukari wouldn't be shocking.
Also worth noting is that Yuyuko has been shown to be more clever than Yukari on two separate occasions (not falling for Eirin's ruse in IN, and figuring out who was behind SWR before Yukari did).

Anyone who says Yukari is the strongest is a stupid secondary who probably buys into the whole "unlimited potential = unlimited power XD" maymay. She is meant to be this incredibly powerful and influential force, with her upward potential being nebulous, no doubt, but ZUN has very intentionally shown us that she does have her limits as well. Frankly, casting Yukari as the strongest being does her character a disservice.
