I'm pretty sure unless you are born or grow up there then the change is temporary (if it happens at all), but this is mostly supposition based on this art of Wilmarina as a dragon.

So was there any explanation for Wilmarina suddenly becoming a dragon? Is it some sort of retcon and she always was one? Are succubi just supremely adaptable nd become succubized versions of whatever the local dominant species is? Or is there some sort of magic t play temporarily making her one?

Personally I hope it's the third one.
A way for monsters to temporarily change species would be fun to play around with.
