That's because there isn't actually a mythical creature by that name. KC mostly just wanted to do a eel-themed mermaid, though he does mention this in the enty making-of article:

A brief analysis of just where the unagi's clothes end and her skin begins. First, the relevant enty info for reference.

Now the final paragraph above is referring to her kimono most likely, which means the only other clothes directly mentioned for her top is the semi-transparent film-like clothing that covers her breasts.

With this, I theorize her necktie connects with this film-like cloth and stretches over her breasts for easy removal if she undoes the tie, and also leaving her back fully exposed. The cloth itself is tight enough and blends in so well that we don't see in the image where the skin begins and the cloth ends, but basically most of her upper body aside from her breasts is unclothed.
