Surprisingly enough it's not like technology and a great number of other things are UNKNOWN to the human village, it seems more like they are either content with their situation or just don't care. The information they'd need is already there; all of it, even that the outside world is a lot more...I guess "better". Akuu tells them, they get real outsiders, they get books from the outside world -- it's all open and free.

But they're just country bumpkins, I guess.

It isn't. I guess in a vague sense youkai rule the human village, but there doesn't seem to be any actual ruling class or person/persons. Oh, well, that said its afterlife system is strictly structured, and some societies in Gensokyo, like the Tengu's society, has rule and order.
