In order to pacify the country, Miko used Buddhism as a political tool by spreading it throughout Japan, using its pacifying potential to make the populace more docile and controllable. He did this while learning the secrets of Daoism on the sly.

Do you consider Miko's actions immoral, or was he justified in manipulating and deceiving his subjects in order to achieve the greater good of law and order throughout the country?
