Rika referring to "Bernkastel" in Saikoroshi doesn't mean it's the same entity as Umi's Bern. Clearly there's a connection but the bern there was Rika's own interpretation of her looping personality that developed after so much time fragment hopping.
I don't think we're supposed to believe she was literally talking about Umi witch Bern
