What’s more interesting to me about pc98 yuuka is despite making jokes like that and the genocide line, she is one of the most peaceful characters of them all. Doesn’t even start her own incident, (blamed by Reimu with no evidence for an unrelated attack on her shrine, attacked out of the blue by Marisa), doesn’t kill anybody in mystic square, and even takes care in one of the endings to avoid harming innocent lives while testing out new magic. My own theory is that she pretends to be a villain, though it’s less of a theory and more of a fact considering her behavior in pofv. The better question is “why”
