When you think about it, Teppei's character was never explored much. He was a convenient plot device. Hilariously evil just for the sake of selling the horror of the situation. More of an obstacle to overcome than human. Plot demands him to be a rotten bastard, you get a dose of him reflecting just that but not much more.

And now that he played a bigger role, his characterization didn't get any deeper. Only more jarring because of the inexplicable contrast.
From one-dimensional bad guy to one-dimensional Satoko Syndrome victim.
