I guess this picture best illustrates it. She still has muscles but still retains her femininity. Since she's an oni she's going to be ridiculously strong even if she has noodly arms but the toned arms with a bit of muscle mass invokes a presence of power without looking like a male stand in for Hokuto No Ken or a helpless vixen who can still physically overpower just about anyone in the series.
