The answer certainly can't be just that R07 lied and Satoko injected Ooishi with no twists, no changes, nothing interesting going on behind the scenes. That degree of lameness couldn't happen after all this buildup towards the crucial answer to an arc that combines both of Satoko's original arcs.

Surely we'll learn what really was Satoko's plan for this fragment, which will be interesting and unexpected, yet fitting. Perhaps even instilling the slightest feel of a well thought out mystery that has been largely absent. We'll get a satisfying explanation as to how Ooishi's syndrome developed without H173 and R07 didn't simply lie about that. We'll have moments of well-handled character development for all actors involved, not just cheap and cutesy Satoko/Teppei fanservice thrown in there. We'll get to know whether Keiichi hallucinated Ooishi as Teppei in the anime and also come to understand why Satoko was so fucking pissed off at Rika's phone call in the manga. Everything will fall in to place beautifully, even explaining the differences between anime and manga.

There's nothing to worry about. It will be good.

From the beginning this whole antagonism between Satoko and Rika has been pretty dumb. The whole story is just them failing to communicate to the point where it escalates beyond mortal realm. And the foundations for that conflict still feel shaky. Yet ultimately they both want the same, simple thing. To live happily. And now Satoko is doing a great job of completely fixing the shitty Hinamizawa that Rika wanted to escape. Rika could be happy there even without the heartbreaking... actually happy, not forced manipulation. Damn, I want a story where Satoko and Rika are working together as loopers.

Isn't it about time to work on that compromise, Rikastel? There are no enemies you need to defeat in the perfect world Satoko made for you. Everyone gets happiness. Just accept yours.

I'm sad that the story had to unravel this way, turning Satoko into a crazy psycho lesbian yandere witch.
Now I want 4 cours worth of wholesome adventures of Looper Friends RikaSato cooperating to fix everything wrong in the world with their powers.

"Good character design" would be the cop-out answer.

I think it has to do with how they relate to and interact with the other club members. It if was just a RikaSato SoL show in some big city school with other kids of their age, their characterization wouldn't be as pronounced. And of course there's the subject matter of Higurashi itself. The events they go through, that's probably the most important factor. You get to experience the tragic consequences where nobody could protect them. And then back to their happy smiles. That sort of thing tickles your mirror neurons in wrong ways, ways we didn't evolve to handle.
In short, I think it's more about their surroundings and interactions with others than any specific character trait.
