Brand recognition and managers to help with schedules and streaming. They are "independent contractors" as the WWE calls them. They aren't technically cover employees. It's weird but really common in the entertainment business.

Anon understand they are independent "contracted" contractors. If you did your /woo/ reps you would understand how these types of businesses work. Next you'll be telling me you believe Cover offers benefits like Insurance and such to their "talents". Remember they are not ACTUALLY employed they are "contractors".
