I don't necessarily think he is, but it feels like there's a conspicuous absence of detail on him relative to his prominence in Phase 1 as one of the major characters in Miyao's order. That makes him suspicious in the same way as Kyrie in Umineko—how you see her intelligence and strong personality quite prominently from very early on but she remains something of a mystery compared to the other aunts. Much less close detail than Rethabile or Lingji. I'm loathe to suspect him just because of that though.
