Spoken Japanese is pretty short on distinct sounds, and yet the Japanese based their written language on Chinese, which has a shitload of distinct sounds which the Japanese could only make half-assed attempts to transcribe into the sounds familiar to them. This means Japanese gets loads of homophones, which are now an integral part of their language.
