Yes, Yuuka has a reputation amongst human villagers that portrays her as creepy, dangerous, and unpredictable. Is it unjustified? Not entirely. She is creepy: "and [she] loves rubbing people the wrong way.", she is dangerous: "and if anyone disturbs her, be they youkai or human, she eliminates them with tremendous power no matter what.", and the humans are scared of her attacking them: "I saw her at the Garden of the Sun. "Her smile was terrifying, so I immediately ran away.". However, she is also very dormant: "It is said that recently this youkai hasn't moved from the hill of flowers much.", she is polite: "She came to the village to shop. She gives proper greetings, and she didn't seem like she's that strong, but...", and she is only interested in fighting strong opponents: "This class of youkai is not interested in the average human, and only pays attention to equally strong youkai or humans with special abilities.".

Yuuka can be viewed differently depending on the lens the person chooses to view her through. She can be a sadistic maniac who loves to joke about genocide, she can be a kind lady who wouldn't hurt anyone, she can be a quiet hermit who just wants to live quietly and enjoy life, she can be a woman who loves nothing more than a good fight, or she could be a combination of all of these things. These are all valid ways to view Yuuka, just because you personally don't like them doesn't mean they're incorrect. Nobody knows Yuuka well enough to have a solid grasp on her character, as is the same with the majority of 2hu characters, and I can say with reasonable certainty that you are not the arbiter of Yuuka's character
