Let's put this Fubuki is x animal meme to rest shall we? First we have to analyse the constituents of her name. フブキ of course as we all know is a variant spelling of the noun 吹雪, so we have to go from there. The compound word itself has the meaning of blizzard, which doesn't help much in determining her species. Thus we have to break them into their individual letters, which yields us with this result:

吹 (スイ、ふく): emit, breathe, puff, blow, smoke
雪(セツ、ゆき): snow

So roughly what we have is puffing snow. Now which animal is known to puff and/or blow? That's fucking right, a fucking whale. But wait, I can hear you say, whales puff water, not snow! Huh? Are you serious? Didn't you learn in school snow IS water? If the water they blow out gets frozen, they they ARE BLOWING SNOW you mormon!

So now that we now she's a whale, we can pinpoint Fubuki's exact nature even further. Since she must be a whale that puffs snow, she must live where it's cold enough that water starts freezing. Yes, this means she is an Arctic/sub-Arctic whale!

Now there are several whale sub-species that calls the Arctic their home, but we can still make an educated guess on which sub-species Fubuki is a member of. The first is the narwhal, but since Fubuki lack the animal's characteristic horn, she cannot be a narwhal. Second is the bowhead whale. However even a quick glance at Fubuki will tell you she is not wearing any bow or ribbons on her head, so this one is out too. Therefore Fubuki MUST belong to the last group, the beluga! If you consider the beluga's characteristic white sheen and Fubuki's predominantly white colour scheme, this makes even more sense. Now add in the fact that Fubuki's surname can be translated to White Head, and the beluga is known for its protruding white scalp, the evidence is even greater.

Q.E.D. there is VERY strong evidence that Fubuki is a beluga whale.
