In all honesty I feel like Yonkisei themselves are to blame for the lack of care. It's not like they don't make enough to fund new outfits, it's not like their holomamas hate the people that play their daughters to a point that they wouldn't jump at the opportunity to do more for them. It's like original music, holos that want it end up paying for it themselves. Heck the reason Aqua never had an original outfit until a month or two ago is likely for the same reason since it's not like Gaou doesn't draw Aqua in literally every possible thing he can think of. I bet Gen 5 and EN will get actual costumes before Gen 4(not counting Nene's redesign) for the exact same reason, since some of the Gen 5s and ENs will want cute new clothes and will be willing to go the extra mile to pay for them
