No, it's not any one person's fault. Watame is their friend with her own faults, one being unwillingness to take the initiative in collabing or similar social situations. It's also the PPDuo's fault for not understanding this aspect of her and trying to keep her with them fully knowing how she keeps to herself unless asked.
Sure, Watame should just contact them and try to get over the misunderstanding if there even is one, but the duo has as much as responsibility and ability to do so.
