Being a girl and wearing pants isn't a replacement for a complete and utter lack of personality any more than being a guy and dressing up like a little girl is. Kaguya is great and loaded with personality, Mokou is just sort of there, which is why you see so much fanwank filling in the giant blankspace that fills those fancy pants.
