Characters can have varying amounts of intelligence, but in this case, the difference is obvious. Because Aya and Hatate are NOT birds in the lore-they are Tengu, a traditional intelligent type of youkai. The wings are just a secondary feature for them, as they are for angels.

In contrast, Okuu was explicitly just a pet, just another peon among the many hell ravens you shoot down. Who knows if she even had a human form before she got powered up?
