Web designers can script too. They are also cheaper than programmers which is why 90% of western sites look like shit and also make your browser's performance look like you're using 90's hardware.

Gradients on menus, multi-colored text, algorithmically inserted hyperlink ads every sentence, moving div popups, and other fancy features of western websites don't improve my browsing experience.

I distinguish in the same way as I would distinguish between a chauffeur or professional driver compared to somebody that just sat behind the wheel of a car and made it move. So they would do less damage if they are driving a buggy than if they're driving a truck.

So somebody that knows the theory, understands how servers work and can make educated decisions.
