I believe the theory that Sakuya was a vampire hunter, lost to Remi, and Remi changed Sakuya's original name to what it is now to alter her fate and make her her servant. So I believe Remilia's power to manipulate fate is powerful, but just like everyone else in the series with great power, she doesn't usually use it recklessly...or does she? Remilia could probably screw with people in any way she wanted, and no one would be the wiser, accepting events as their normal fates. What if Remilia plans out all the incidents out of boredom? Vampires are known for their deception, you see, and as Remilia is possibly a completely foreign type of Vampire as Noted by Aya's information on them which seem to be extracts from various accounts on the creatures, meaning she could quite possibly have different accounts relating to different strains of vampirism, to add to this, Remiliia's accommodations are western in origin, and the Vampires in Gensokyo would have been of the Eastern kind, meaning that this treaty wouldn't actually include her and her free meal deal.

As she keeps her sister a secret and Lied about her relations via bloodline, it's pretty clear you can't trust her.

IF she had fate manipulation power's she could have changed the fate of her sire to be a different vampire, thus changing her Vampire bloodline entirely ad thus get a free meal deal in Gensokyo.

But, If she doesn't, then she merely makes it look like she does (Sakuya and Patchy could easily make prophesied events she asks them to perform happen) and the lies about her lineage were there to give her leverage on the claim.

This also ties in with the strong fact that she's been prone to common hunter attacks in the past (All dem crosses in dat spellcard mang) so establishing herself as a powerful vampire in status would deter potential hunters, and this ties in with the fact she's too young to reproduce or drink a Vampires fill.

So yeah, Either she's hax, or she's pretty weak by kindred Status (at least physically, not magically) and uses her status as leverage.

The cross should be able to work on her, since she's European, and Europe was mostly Christian (and even if she was Protestant, the cross is the same). It worked on Dracula because while he was living, he was dedicated to God.
