This. Most likely the number one choice for the OP. It's like Eiyuu Senki in a sense that it's more than just one continent without, you know, the suck.

Be warned that Eiyuu*Senki is kind of a pale shadow, and sometimes an outright rip-off, of Sengoku Rance. It's enjoyable enough, but don't expect the same level of characters, story, or production values - or a challenge, aside from trying to beat Russia that hard way.

Seconding Kamidori, Utawarerumono. Both of those are brilliantly fun.

On a somewhat related note, I've been looking for visual novels with strategic battles, preferably card games.

So far only one I've played is Princess Waltz (and that barely qualifies). I'd really love to try out Soukoku no Arterial, but it doesn't look like it'll be translated any time soon.

The Otosen series is also a lot of fun if you're looking for more modern warfare.
