Not that anon, but making a game requires a lot. What is he going to do about 3D and 2D art, music, and sound design? Is he going to write the character interaction? Level design? If he could get a proposal and prove he has organizational skills then he could probably cobble together a team from the OC threads and maybe /agdg/ on /vg/, but there's a lot of work to be done that it's incredibly hard to get people to do for free.

Exactly. A diverse array of talents is required to make a game and I'm not a one-man band like ZUN.

I don't have a lot of experience working on complex software projects and I'm really timid about approaching other people for collaboration, so that's why I think of making a fan game as overambitious.

That being said, if anybody wants to throw out their ideas, I'm all ears. If I can come up with some concrete plans and people seem sufficiently interested, I may show up again at some unspecified point in time with design documents.

Ideas-wise, the Touhou game I'd like to see is a VR game focused around exploring Gensokyo and talking to the various youkai and humans. Gameplay would mostly consists of walking around and doing simple quests. Combat would be danmaku, but it'd be a lot easier than the official games. The game would end once you've completed all the quests, and overall the game should have a SoL feel to it.

In this case, I would probably be looking at leveraging the power of an existing AAA game engine and learning the ins and outs of Oculus development.

Additionally, since its supposed to be a virtual reality simulation, I would probably need to recruit modelers, level designers and animators to produce lots of detailed assets. Large amounts of content multiplied by high quality (this is supposed to be a virtual reality simulation after all) equates to lots of man hours from talented people that I probably won't be able to obtain. If I could settle for simple, stylized graphics, it might be more reasonable. I don't know how that would look in VR. Depends on what you are willing to settle for.

VR works just fine with simple, stylized graphics instead of ultra-detailed assets since simple graphics tend to have lower resource usage, and VR requires a lot of computer resources to run. You can start by reading https://developer.oculus.com/documentation/intro-vr/latest/concepts/bp_intro/ to get a basic idea of development concepts when making a VR game.

I gave you the reason why it doesn't exits. Without the financial incentives there's not point in investing that much time into something. ZUN has created a non-profit (i.e., anti-capitalist) environment so Touhou has little appeal to indie developers in the west where they can pick from things like kickstarter, indiegogo and steam. ZUN wants fans to advertise his products but he doesn't want to share the profits. He's a typical Japanese socialist. Please respond with immature things like, "money isn't important". Alright. Well that simplifies things significantly.

Also, apparently Oculus Touhou games are not unprecedented, so that's somewhat encouraging. I'm not sure as to which engine the developer used, though.

For me, it would be ideal to write as much of the game as I can from scratch, but I think that's at odds with being able to actually deliver a finished product at any point in the next decade.

The engine isn't going to have too much of an influence on the final product, try both Unity and Unreal and see which one works for you. You can try fleshing out the idea and drafting a detailed proposal to start with, and then work from there to get individuals willing to work on the game.

I looked into it, and there is apparently already work being done on OpenSceneGraph, which is what OMW uses.

But that would be a horrible start. VR support should be the last thing you're worried about though. It moves much too fast to develop for before you have the rest in an acceptable state. If you spend a couple of months getting VR working, then a year to get the assets done, you're going to have to rewrite the VR at the end. Save stuff like VR and adding extra frills on the dresses for the end when you approach 1.0.
