Back when Youtube was both unfamiliar and generally unfriendly to use for most Japanese internet users. Remember that NND started as a wrapper for Youtube videos, before Youtube kicked them off.

It always had an otaku bent, but that did not exclude normal viewers, and it was popular among a wider demographic than what "otaku" in the West implies. Think of it as being as accessible, or even morseo, than Reddit is today.

It also, originally, was very adept (intentionally or not) at integrating rising web trends within its fold. It allowed fanvideos and doujinshi artists to release their works in a very accommodating format (at the time), it allowed people to build a following and create networks within the site in an efficient manner (at the time), and it was one of the first sites to offer a competitive streaming service.

What happened, I think, is that Niconico has simply failed to compete with Youtube, when it is apparent that the two largely share a market. It has primarily failed in simply not keeping its services and offerings with the times. I am NOT talking about the "throw shit on the wall and see what sticks" style of development which is popular with Google (and as a consequence, Youtube). They simply haven't updated their services AT ALL, or made meager adjustments:

It's like trying to maintain video service with a demographic which is only a few powers larger and more general than /f/, and not even being able to host liveleak-tier content. People will adjust to Youtube (see: Hikakin), and they will eat NND's lunch.

NND is destined to become a hallowed shrine of 2007-201X Japanese internet video culture, unless it manages to reinvent itself. And even then it will probably just alienate the rest of its userbase. So it remains fixed in time, eeking out a profit, slowly becoming less appealing to younger generations, until only the otaku remain.
