It's true it's not inherently sexual, but there's so much moe in most fappan games and doujins that one is not completely wrong in associating moe with something sexual.

Moé is essentially the feeling girls get when they see something like kittens or babies and then squee over them. It doesn't make them a pedophile, although undoubtedly there are people who like the same things in a sexual manner. It's just a strong biological response intended to make sure we nurture our young.
