There aren't that many sword wielders anyway in Touhou.
Even if Sakuya and Yumeko's knifes are sometimes referred as blades, I don't think they count.
Sukuna's needle isn't a sword. I guess.

Which only leaves Youmu, Meira, Tenshi, Momiji and the Taoists.
The Taoist sword is mainly a ritual element and I don't think they would perform that well in a sword fight.
Momiji uses a shield, her fight-style is a bit different from the others'.
Imho it's a tie between Youmu and Meira.

My idea was that since she uses a shield too, her sword proficiency might have been a bit weaker than sword-only wielder, but othing restrains her from using her shield in a swordfight.
Well then I don't know. I never really acknowledged Momiji as anything else than a random Tengu serving as midboss, so I would go for Youmu. But I have no real idea of the powerlevel difference here.
