This doesn't seem terribly out of character for Cirno from what I remember, though Reimu would need a lot of character development to explain her acting this way. This isn't the beginning of a story, this is the tail-end of a greater narrative.

I do hope that Reimu will someday actually become this compassionate in-canon. A bit not "fall in love with the ice fairy" kind of compassionate.

The issue to me is that any romantic story involving a fairy character and a non-fairy character has to solve the initial hurdle of all of Touhou's fairy characters beginning with the mindset of children and then developing them beyond that, which is a story unto itself. I can imagine someone with enough effort hammering in enough knowledge and development to make a fairy go "adult" so to speak, and even have them develop beyond that stage on a physical level to reflect their heightened development (since I remember images of young-adult or at least teenaged fairies making up the maids in SDM), but that relationship wouldn't be a romantic one, it would be the relationship of a parent and a child like the story posted by OP. To get a convincing romantic story with Cirno, you first need to detail another story where she grew beyond being a child that she'd be able to vaguely understand the implications of such a relation, or be paired with someone equally childish and naive like a Don Quixote figure that doesn't entirely understand the implications of a relationship themselves and have Cirno/that person develop each other symmetrically. The faceless man scenario is a no-go since there are few scenarios I can think of where Cirno would willingly submit herself or even interact with a socially-awkward introverted weirdo like they generally represent.

Fairies are bad at remembering individuals, but concepts are something that will last them forever. Even if Cirno were to forget Reimu, she wouldn't forget the Hakurei Shrine and how one time the shrine maidens there was nice to her and taught her how to be more than a simple fairy. Clownpiece and Hectate demonstrate this type of relationship, and with a fairy like Cirno it's entirely possible to stretch her beyond the capabilities of your average fairy, but that then runs into the problem of how advanced she can become before being forced into becoming a youkai.

I question whether the first part is even possible. Their emotions, thoughts, and memories are all very shallow compared to a human's, and in contrast with their own immortality, which makes them arguably the most fickle beings in Gensokyo. They can remember things to a degree, but how much and for how long seems to stop somewhere before the point where anything can cause a major change to their character. I can't see how else something can spend centuries playing the same games without becoming bored or a master of them, actively interacting (pranking) other species without learning anything from them, wanting to be powerful without actually getting any stronger, etc. Cirno never changed even after the entire Okina incident. The fairy maids have probably had that physical form all along.

Within the realm of exceptional circumstances anything is possible, but there isn't anything particularly exceptional about someone developing romantic affection to a cute little girl. It's just that if that cute little girl is a fairy, there's a less than 1% chance that she'd ever love that someone back, and also a 0% chance she'd be able to create a family. Successfully romancing a fairy would probably have to start with them becoming a youkai.

They can at least dress themselves, clean themselves, live on their own, behave in public, hold jobs, not destroy literally everything they touch, show at least a little self restraint, read, learn, and cook. They also can't die and don't really need any sort of maintenance or carefulness taken with them so there's not much wrong with it. The only problem is whether you can fuck them without hurting yourself and whether they can have kids. Also whether they can get jealous/spiteful enough to hold a grudge and prank you or some other woman to death

Hokuto's writing is mostly silly and fun, and the dramatic parts that are there may not be entirely in character, but on the premise of "I know this is out of character" the protagonist (Seija) suffers for it as she should (her very existence is threatened). It operates on what we know in a cool and fun way. I don't know how you could hate it for its writing.
