Guess to boost the drop rate, the flagship has to be a CL. One DD to carry drums, maybe another DD to carry one more drum and rest of slots for droprate boost items. Then of course a battleship and 2 carriers.

Presumably you'll just say that because percentages are lolrandom the odds aren't what we see and instead they're much lower rates that will always leave theoretical room, no matter how high the sample size gets.
