Reimu hasn't had any real character development in any of the 11 windows mainline games that she's been in. Meanwhile Sanae went from an arrogant outsider straight out of the outside world, to a beginner incident solver slowly adjusting to life in Gensokyo and finally to what she is today in the span of only 5 mainline games. Reimu is a static and boring character while Sanae actually evolves along with the series and no amount of slut memeing will change this.

Reimu's lack of personality and character development has made her dull. It worked back in PC-98 when the games were simple and plots spanning multiple games non-existant. Even Marisa matured since then and is making an effort.

Marisa will always change, Reimu however, will not if all you look at is extermination. For Reimu, it is her job to exterminate troublesome Youkai. Reimu goes in to solve the incident so she can go back to doing what she was doing before or so she can go back to doing relatively nothing.

This is probably the biggest difference between the two. Marisa doesn't go around solving incidents because she has to specifically do that, it's because she wants to. She wasn't born with the game breaking powers that Reimu has and isn't innately magical. She actually has to put in effort and go out to learn how to use magic. Her journey of becoming more powerful and meeting new people along the way like Patchy, Alice or Nitori and learning from them makes her seem more human and relatable. Meanwhile Reimu just kind of exists and doesn't do particularly anything when asses aren't in a need of a kicking. She has no drive to succeed beyond meeting the most basic needs of food shelter and security. She doesn't aspire to become more powerful or to learn more about her powers, since they aren't something she had to earn by actively working to gain them.
