What you are thinking of is a small percentage of the culture that also happens to have a large percentage of anime-otakus in it as well. Who is the "average otaku"?

A beta or lower male, usually not very sociable, with emotional problems, who spend most of their time in some kind of fantasy world. Because they have weak personalities combined with weak emotions, they generally are not willing to interact with females of their own age (essentially out of fear). They see younger females as "easy targets" because of the perception and projection of weakness (both emotionally and personality-wise).

This is reinforced by their medium of choice for their fantasies, anime, that is programed for the teen (12-16yr old) audience that features young characters in adult situations. Otaku can project onto these characters because they are emotionally young but in adult situations, much like themselves.

These young characters engage in relationships with females who are generally younger then themselves. Otaku then (sometimes) replicate this practice, thinking it is acceptable.
