Japan: It's really hard to call it a "meme" in the current sense, but it became a centerpiece of the Japanese doujin scene by 2004.

Korea and Taiwan: 2006 or so, especially with the rise of Niconico Douga, and greater organization of doujin translation.

West: By 2007 on the weeb boards on 4chan, 2009 or so for 4chan in general.

PRC: Less sure, but I would assume 2010-2012 as Chinese weebs first started becoming organized.

In the west, around 2010 when the Bad Apple video dropped, peaked in 2012 when normies discovered Japan's older memes like the Ronald McDonald song. It hasn't declined as hard as in Japan because g*cha is not a big deal in the west.
