I subscribe to the input hypothesis/Stephen Krashen's Theory of Second Language Acquisition. Repping cards pumps up your "i" so that you can get to a place where there are meaningful venues of i+1 input.
If you have zero Japanese exposure, your i (what you know) is so small that you'll never find something that is just a little outside of your knowledge (i + 1) that will help you naturally obtain the knowledge. You'll never have enough context to learn anything, there's just too much unknown. Whereas if there's only one or two words in a sentence that you don't know, it's much easier to naturally pick up the meaning of those words and learn them through exposure.
