I had written up an explanation of costume rigging, but I checked >>31304806 and he's correct.
There's only 3 different idol costumes used by all the different holos, so it should be incredibly fast.

They just need the head and the accessories.
Moving the head over is absurdly easy, since the neck is a clean selection. Literally 10 seconds.
Merge the neck verts to the idol body, select the head skin / eyes / hair / accessories and put them on the correct idol materials.
Make the accessories and set them up.
Accessory rigging is absurdly simple compared to full costume rigging. Most things like hair accessories require nearly no effort to get working in a finished form (create model, add bones and bind it the correct part, weight the model to the bones, add colliders so it won't go inside the main body, tweak the colliders while playing animations on the model). This is the only time consuming part. Accessories on the head are nearly freebies, 1 collider can handle most things. Accessories surrounding the main body is a bit harder since you'll need quite a few bones and will need to test the rigging and colliders a lot to keep it restrained correctly in motion.

There's no way this should take more than a couple days for even an amateur.
