first off, you need to be a japanese resident. for that to happen you need a visa, working permit or studying abroad. after getting any of that, you need keep up at it for atleast 3 years and then you get a perminent residence permit.
second off, you need to actually meet her and her to like you. if stories of her being a brocon, then you need to learn her brother's personality, likes and dislikes and the way he treated her. i would say it would take up to 1 year, more or less to morph yourself into him.
next up is meeting her. you could count on your luck, just meeting her accidentally but those are closer to none so additional stalking is necessary. finding her usual route and bumping into her, making a perfect situation for a conversation.
