Even if it's un-Cover like like you said, Roberu is the only logical choice for 3D. Consider the 1st gen situations. Miyabi has the second lowest subs and his core fanbase is not a lot, Aruran, although has more subs, doesn't have a lot of viewers on his stream, and Izuru hasn't even opened his membership yet. We don't really know what Cover's thought process is when it comes to 3D. Holo girls are pretty much guaranteed with the inflated numbers they get even at pre-debut passing whatever threshold Cover had, so they go by generation.
The guys are the only ones that are in this weird situation where the sub numbers are on the low-end Cover talent-wise, so no one really knows who's going to get a 3D. Rikka got his because back then he had the highest number. If Roberu is really getting one, then we know they're going by numbers, if the next one is a gen 1, then we know it's generation before numbers.

Unless roberto's 3d started getting made around when he hit 50k or something I think we might get a few more in the coming weeks because a few of the homos hit those 50ish k milestones around the same time and they might have wanted to get a few homo 3ds out of the way and get the 3D boost in subs/supas, but I wouldn't get my hopes up until it actually happens. As much as nice this 3D announcement is, I'm still going to be cautiously optimistic about other members' 3D. Afterall, Rikka got his 3D first because he needed it for live performance and such, and he remains the face of holostars for music stuff, at least in Japan. As for Roberu, he remained one of the most recognizable boys and cover seems pushing him into the spotlight, I mean he did an interview for a magazine, something only few of the girls also did.
I'm pretty sure we'll get at least a few 3D debuts again this year, but I dont think we'll get a marathon. I'd rather wait for a few more months for another 3D than get a shabby one.
I'm also hoping after everyone gets their 3D, we'll get a hologra-like anime featuring holostars.
