All of the 4 sages of Gensokyo seem to be very strong, including Yukari, but in Silent Sinner in Blue she seemed to think herself weaker than the moonies.

Hecatia seems to have been the canon strongest tooh when LoLK came out, and none of the ones after her seem stronger to me at least. ZUN himself said of Hecatia:

To be fair, Manipulation of boundaries is also quite the haxs ability. Although it's probably isn't as impressive as people think it is.

From what we've seen there are some limits to her ability, it's just that Yukari is good at letting her power seem like a mystery with no clear limits because she rarely shows them. Every Ability/Power would look utterly broken if it's limits aren't told.

She can also add limitations temporarily to make people think she is beatable in x or y scenario, and in the right moment, remove those limitations.
I really think she is one of the strongest characters in general, not only the strongest in 2hu.

Yes, it's all a big theory, but she does mental games with others literally all the time, that's why I believe it's totally possible that IF she has limitations, she herself could be manipulating it.
Also, another Yukari can manipulate it. Some random Yukari from another dimension could decide that she would be the strongest Yukari and add limitations to every other Yukari.
Her power opens up too many possibilities, just think of the concept of boundaries abstractly, it's a really cool power.
