If you made it to and could survive in former hell, would you become an oni?
It seems to me that the only thing that makes any sort of youkai or whatever what they are is simply the human's perception of them. So if you led an existence very similar to the oni, would you be percieved as being no different from them?
I wish I was an oni.

Oni aren't really youkai in the living meme sense though, so fat chance of just becoming one. You might be able to do some bullshit ritual though after you lived there long enough or just absorb enough oni energy, whatever that means.

If it was possible to turn into an oni, I'd still rather be a human among them. Imagine just being "that guy" in a group of oni friends, you try to impress them when it comes to drinking and strength as best as you could but you'll never be as good as them but that doesn't matter as they admire your trying none the less

Going youkai sounds like a one-way street to me. That said, Sanae's situation could be used as a precedent on how human hybrids work. In which case they probably don't need the belief until their human portion has run its course.

I haven't gone through most of the text-oriented printworks yet, but does Rinnosuke ever talk about if he needs to feed on fear or not as a half-youkai?

He lived in the human village before, and he dealt regularly with full humans there. Though he does mention it was a bit uncomfortable sometimes, I think it had to do more with the whole Marisa situation.

In Ibarakidouji's myth she was born a human and later became an oni. I think Kasen even implies that perhaps she was born a human in one of the chapters of WaHH.

If you were in the old world sure, but if you act villainous enough in the village Yukari would be sure to arrange an "accident" involving a youkai to end you or Reimu would put you down after you turn. Best bet would be to move to the oni town and work at it there after you're buff enough to keep up with the weakest oni and bask in their magic so you can change over time.
