In this case it is almost certainly referring to Shuten-douji and his 4 lackeys. A problem with this is that Shuten-douji (Suika) is already a part of the 4 Devas in gensokyo, meaning one of the historical 4 devas are left out. Maybe Miyoi is the missing one, and there's still another one out there.
