First you'll have to add CSTR,専用技1,XX (with XX being the skill name (you can't use spaces here btw)) to the character's CSV (repeat the process while changing the number if you want to make multiple skills)

The next step is copying one of the other CSTR skills, placing it in the ENMOD folder (so all the english skills stay somewhat organized) and changing its name to the skill name (you can use spaces in the file name).

Then write them down, note down every single character you find that you are unable to obtain without evil tactics, and quests where you have to be outright evil without any other choice. That way the people who can fix it know where to look for what specifically needs fixing. Be in depth too, like if the character is technically gotten through ill intent but doesnt need to be trained, or characters that come uncooperative despite getting them through nice means.
As in example, in order to get Mirai or Setsuna, the MCs of Devil Children, you in lore are kidnapping them after beating them, but they join fully cooperative and thus can be made to fall through Untrained Fall, so you can ignore how you get them technically if you want to play as a good guy. In contrast, Mai in the Persona 1 Sebec route can be recruited nicely by offering to help her out of where she is, which she happily accepts, but joins uncooperative so if you want to go further you have to train her.
Dont knock how important this info will be either, it's very helpful knowing specifically where all the counts of needing to be evil for content are and what each part entails.
