I like Tsukaza because she's not a top tier divine being trying to strong arm her way to the Gensokyo throne nor a mediocre youkai with no ambition in life she's a bitch out to scam everyone.
A coward above all else and constantly trying to play anyone stupid enough to trust her, however she's smart enough to keep enough of her promises so that she keeps getting work.
Her downfall is obviously her own avarice, trying to play double agent to every faction she finds.
Tsukaza is fun because she's one of the very few touhous that's just genuinely a bad person and this makes her interactions with other tohos fun.
It made me chuckle seeing Ran be disgusted at the sight of Tsukaza and calling her vulgar, i hope we get more characters like her, not necesarily evil but more characters that have their own, more realistic, less god-complexy goals. I think it would be great if lesser Youkai got a bit of focus over the world ending nukes
