Could it have been better? Yes. Could they have had more fanservice with cute girls doing cute things, and tit & ass shots? Definitely. But for the only "big" budget Touhou anime I think they did a good enough job.

The thing is making fanservice anime would've been a whole lot easier too. They could've saved the budget and increase the production (faster release and more episodes) while also raking more profits. 2hu SoL anime with fanservice could work for both sides.
They did a good enough job with the plot + action series they made, but they should've done LESS. Missed opportunity.

I agree they should have done one or the other. But I'm glad we got something and hopefully someone (with money and resources) learns from MoPs mistakes and tries to do one better. Preferably with better audio mixing.
A day in the life series for Touhou could be fun. In terms of material you have endless sources to draw inspiration from and there's so many characters you can go to new characters every episode. The pitfall of regular SoL anime IMO is that it just fucking draaaags on past the first few episodes. This could avoid it, don't linger on anyone too long and you can skip introductions and get right to it since chances are you already are familiar with those characters.
